In order to offer outstanding basic service delivery – water and electricity supply, roads, refuse removal and more – Bergrivier Municipality is guided by our Municipal Manager and six directorates as illustrated in the following organogram.


Meet the team

Municipal Manager, Ms C Liebenberg

The Municipal Manager is the head of administration and accounting at Bergrivier Municipality and is furthermore responsible for:

  • Municipal transformation and organisational development;
  • Basic service delivery;
  • Local Economic Development (LED);
  • Implementation of the Integrated Development Plan (IDP);
  • Performance Management system as well as the Service Delivery Implementation Plan (SDBIP);
  • Municipal sustainability and management;
  • Good management and public participation, and
  • Implementation of the strategic objectives of the municipality, and advisory services regarding policies to the Executive Mayor, Council and Committees.

Directorates

Director Administrative Services : Vacant

 

The Administrative Directorate renders all administrative functions of the Municipality. These include:

  • Human Resources (recruitment, selection, induction, employment equity (EE) and skills development);
  • Corporate Services;
  • Legal Services, and
  • Town Planning and Development.

Director Community Services :  Mr D Lambrechts

The Community Services Directorate is responsible for the provision of various community-related services ranging from Building Control to Structural Fire Fighting.

This Directorate comprises the following divisions:

 

  • Museums;
  • Tourism;
  • Traffic Services;
  • Housing;
  • Disaster Management;
  • Beach Resorts;
  • Libraries;
  • Sport Development, and
  • Structural Fire Fighting.

Director Technical Services : Mr H Kröhn

 

The Technical Services Directorate is responsible for the following functions within the municipality:

  • Bulk purchasing and distribution of electricity;
  • Bulk purchasing and distribution of water;
  • Provision of sewerage services;
  • Construction and maintenance of roads and storm water within the municipality's jurisdiction;
  • Refuse removal, solid waste disposal, landfill sites and street cleaning;
  • Maintenance of Council buildings;
  • Maintenance of municipal parks, public open spaces, swimming pools and sport facilities, and
  • Maintenance and expansion of municipal cemeteries.

Director Financial Services : Mr K van Niekerk

The Financial Services Directorate is responsible for all financial management and processes in the municipality and includes the following components:

  • Valuation roll;
  • Procurement;
  • Asset management;
  • Supply chain management;
  • Financial system development;
  • Statutory reporting;
  • Credit control, and
  • Payroll, Budget Office, Financial Statements.

Manager Strategic Services: Ms T Stone

 

The Strategic Services Directorate is responsible for strategic development within in the municipality. This Directorate is responsible for the implementation of:

  • Integrated Development Plan (IDP);
  • Local Economic Development (LED);
  • Service delivery and budget implementation plan (SDBIP);
  • Performance management, and
  • Good governance.

Internal Auditor: Ms H Priem 

 

Each municipality must have an internal audit unit in terms of Section 166(1) of the Municipal Finance Management Act, (MFMA), 2003 (Act No. 56 of 2003). The internal audit unit of a municipality must:

  • Prepare a risk-based audit plan and internal audit programme for each financial year;
  • Advise the accounting officer and report to the audit committee on the implementation of the internal audit plan and matters relating to:
    • Internal audit;
    • Internal controls;
    • Accounting procedures and practices;
    • Risk and risk management;
    • Performance management;
    • Loss control, and
    • Compliance with this Act, the annual Division of Revenue Act and any other applicable legislation, and
  • Perform any other duties as may be assigned to it by the accounting officer.

Area Management

 

Area Management coordinates all issues and complaints in the various areas on behalf of the municipality.
